Italian visa for spouse

hi there !
I am a belgian citizen live and work is belgium. i got my own business.
I have applied for belgian visa for my wife and kids from pakistan and refused as local law.
Last year i have starting my business in italy got all the documents from police registration,lease letter, bank statement etc. but visa is not issued yet. business in italy is run by my brother.
i am thinking to apply for my family through another route or country Neanderthals or Germany.
my wife and kids documents in Italian embassy Islamabad. my oldest son visa application is not included.
how to apply for my son should i apply for him together?
my background: i was married and my wife was passed away couple years ago got a son from first marriage. he is 25 years. i got married again but divorced in 2015 i got a daughter from my second marriage.
I got married end of last year but has no kids from third wife.
I dont know what to do spent so much money but without result.
