Directive 2004/38 and EEA family permit

Hello!

Can anyone please tell me the difference between applying for a Visa under Directive 2004/38 and apply for an EEA family permit.

Is the the same rule for both: That they only can be refused under: public health, public policy, national security

What could be a reason to be refused under public health or public policy???
Could it be overstaying a Visa before???

The UK is not part of the schengen area and therefore they issue a EEA family permit for qualifying family members of eu citizen.
It is their decision how to name it.

My visa aslo rejected refused under: public health, public policy, national security but after appealing and giving proof they give me visa
I was applying for Pakistan with norway embassy
