Certificate of inability from country of origin

Hi,
If anyone can advice me how to arrange such document from Pakistan?

In dutch(Netherland) it says "attest onvermogen uit land van herkomst"

I need this to get my parents resident card in Belgium. Their country of origin is Pakistan but there is no specific authority which can issue this.
My father is 69yrs old & he was not working since 2006 hence no record for tax.
Both have had no property there but to proof this a big challenge.

If anyone provided this sort of document in Belgium from Pakistan then please share your experience.

Contact the authorities with the question. They should help you. Otherwise use a solicitor for advice as this is a tricky one.
