Schengen Visa for brother

My brother is planning to apply from Pakistan to visit Portugal with me (his first time outside the country), I am a British citizen. He co-owns and runs a pharmacy in Pakistan. He is planning to submit the following documents, do you think these are enough or is there something missing?
Cover letter explaining the purpose (visit) and mentioning strong ties in Pakistan (kids, parents, business, property, etc)
Valid Passport
Bank statement (3 months)
Business bank statement
NADRA Family registration certificate
Dad's Family registration certificate
Property documents along with translation
kids birth certificates
Travel insurance (will be buying it online_
Pharmacy is on rent, so its agreement
Pharmacy licence
company registration certificate
ID card with translation
Ticket reservation
Hotel booking reservation for 2 people
1) Can you please check if these are OK or anything missing?
2) Also, I believe he only need reservations for tickets without paying anything right?
3) For hotel booking, we can make a reservation and pay later, will that be OK?
4) From my side, I will send my bank statement and cover letter that he will be joining me and if needed, I can take care of his expenses. Will that be OK and will strengthen the case?

Are you a British citizen resident in the Schengen Zone? If yes, are you resident in Portugal? Otherwise, how is your British citizenship relevant to a visit visa application for Portugal?
