schengen visa -- changed again

my first post here
my Nepali husband has ILR, i'm a uk citizen.
he's had schengen visas in the past for Spain and Portugal, these have expired
today i called a visa service company to apply for a schengen for Spain to find out we now need to go to London to apply though VFS. we live in Devon and due to work commitments and the expense of travelling to London i've had enough of applying for visas.
can anyone suggest any other way to apply for a schengen visa to travel to Spain without the need to go to London.

Although this is not exactly highly recommendable if you want to travel for sure... how about not applying for a visa at all?
