12 month Salary slip is mandatory to Extend Tier1 Visa?

Is it mandatory to show last 12 month salary slips for extension of visa?
What if some one comes to UK, say , just 9 months before his/her Visa expires? he cannot extend Visa ?

As long as you fullfill the required salary bracket it does not matter be it a one month or 12 months salary.
