What is diff between Academic & Professional Qualification? -while applying HSMP? (Refer page 21 of HSMP new guidelines released on 26-01-07)

Please clarify.

Thanks for posting this query. Can somebody throw some light on this one ?

Also what is vocational degree means?
(Might sound bit silly, but honestly I dont know:) )
