This is to confirm that If you have submitted your IELTS at your initial application with band >6.0 and you are seeking for extension, although your IELTS is already >2 years your IELTS score is perfectly acceptable.
I share this information because previously there is a lot of uncertainty about this.
To assure I herewith put the exact wording from HSMP Customer servoce team:
Dear XXXXx
Thank you for your email.
If you are applying for an HSMP extension on the application form FLR (HSMP), it is perfectly acceptable for the IELTS Report (band 6 or higher) to be more than 2 years old.
I hope that this clarifies the situation.

In additition to above my personal comment -based on common sense:
From many points of view, someone foreign language ability must have improved if he continues living and working in that country, because he has to use that language as a medium of communication in their work and daily living. In other words, if one could get IELTS with overall band of 6.0 in the past (say 2003) He should be able to score higher than 6.5 nowadays. If not, one could ask the credibility and consistency of IELTS test to measure someone English ability. (It will defenitely put a bad name on IELTS administrator which is the British product. FYI IELTS is originated from Cambridge Language Test).
