Timeline Question

All,

A couple questions regarding timelines:

1) After the HSMP application is approved, from what I have gathered, one is granted either a one year or two year work permit. How is this decided? What percentage of approved applications get two years?

2) When does the countdown begin? From the time you land? From the time you are granted EC? or From the time of the decision?
