BUNAC - HSMP visa

Dear Moderators,

I am trying to help a friend of mine and we are trying to establish if she is eligible for HSMP or not. Your opinion / feedback will be highly valuable. The following are some of the details:

She is 24 years old and has done Graduation from George Mason University, USA.
Arrived from US on a BUNAC visa in August 2006
Started full time emplyment in UK on September 18, 2006 with an annual salary of £23K.
In US, she has been emplyed since May 15, 2006 with an annual salary of $35000 (£19000)

My question to the forum is if she plans to submit her application in May 2007, she would have completed one year's work experience. However, she had a break in work when she moved from US to UK. Also her earning in US does not match the criteria though her earnings in UK does match the HSMP criteria. Should she apply on the basis of projected earnings?
