Can I switch into Tier 1 (General) from Tier 2 (General)?

Dear all,
I have been working under Tier 2 (General) since Oct 2010, however my visa is ending and I am having problems these days to find a new sponsor to extend Tier 2 (General). Instead I thought I may switch into Tier 1 (General) which does not ask any sponsor or job offer (please correct if I am wrong).

On Gov.uk web page there is a warning "The Tier 1 (General) category is now closed to applicants who are outside the UK, and to those who are already here and want to switch to it from most other immigration categories."


My question is I can apply to switch from Tier 2 (General) to Tier 1 (General) or NOT. And What do they mean as "from most other immigration categories".
