Hi, what should one do if employer HR policy is not to provide e-mail, fax or contact name but only telephone number and address?

U need to explain it why is so. Eventhough I doubt whether it will work.
It is clearly on the guideline all document must be verifiable.
Also if the email of your company address mention the domain name of your company, your case will look much better and stronger.

Even if HR have not indicated the further contact information on the payslips they sign for you, there's nothing that says that you cannot provide their full contact information yourself in your covering letter.

I agree with this. But I think you this person need permission form his/her employer as he said the policy not to publish Fax and Email.
