EC rejected due to NARIC certificate not attached, Masters IIT

Hi Friends,

Here is brief summary of my Tier 1 (General) application:
Applied: Aug 19th, VFS Seoul, South Korea
Application processed: Aug 22nd
Passport Received: Aug 26th
Result: Rejected due to non attachment of NARIC Certificate for Masters qualification from IIT
For Earnings, Age and Maintenance's I was awarded 45, 10 and 10 respectively.
Qualifications and English Language requirement: 0 and 0.

This is obviously a mistake on behalf of the ECO as it is obvious from the tier1 official guidelines

(points 62, 63, 199, 200 and 201) that the point calculator is sufficient and in fact it is the same information as existing in the NARIC database. So no NARIC certificate is needed. I had attached the pointer calculator printout along with the application. But didn't mentioned about the non requirement of NARIC certificate in the Cover Letter as I hoped that they should be aware of this.

Probably the ECO made this mistake because most of the Visa applications from Korea are for educational purposes and not for Tier 1. Even at the VFS center, Seoul they were not well aware that the HSMP has been replaced by Tier 1. I read from the forum archives that people has similar problems in India also when the new process just started few months ago.

Now I would like to go apply for the Administrative Review. I have already gone though the forum extensively and have got some idea about its process. But still I have some questions left. They are as follows:
1] Where should I submit my completed Administrative Review form, at VFS or at the Embassy. The Refusal Document that they send me mentions only refers to the VFS address but even after searching it throughly I couldn't find any relevant information.
2] I understand that I don't need to submit my passport with the Review form but what about the Qualification originals. Should I submit them or not. The Refusal document that I received clearly mentions that supporting evidence should not be supplied with the Review application.
3] In the section "Why you think the mistake was made" of the Administrative Review Request Notice, I am planning to put pointers from the official guidelines as a proof for non requirement of the NARIC certificate. Will that be sufficient or should I submit anything else also.

If somebody having an experience of the Administrative Review especially on the same subject can comment that would be really helpful.
I hope that the new reviewer is sensible enough to correct the mistake.

I do not have good knowledge of AR. Hence, you wait till someone who have gone through AR process, replies.

They shouldn't have rejected your application, it was blunder on there part. You prepare your application carefully and apply.

Mentioned on the Refusal notice, where to send AR application. If you can edit a PDF file using editor then u can e-mail it on the mentioned email address. You can explain the mistake for education in the separate document and send it as an attachment. Make sure u mention in ur AR form that ECM should refer to the attached document.

Not required, copies of all the documents submitted are kept at refusal psot.....

explain in best possible way what u think was mistake made by ECO

Actually I searched for the any form of contact in the Refusal Document but unfortunately there is none. Funny thing is that the only contact that they mentioned in the doc is that of vfs India (http://www.vfs-uk-in.com) although I have applied in South Korea. The ECO seems to have handled the whole application process very unprofessionally. Anyways as a last resort I will contact the VFS Seoul and submit my application where ever they suggest.

I plan to elaborate the points with a pointer to the official guidance document and hope that satisfies the ECO.

try to get email address of nearest BHC office and mail them regarding the process for an AR, normally for AR emails BHC team does reply quickly...

I have done some quick reading and found below information.

1] It should be sent to local/nearest BHC (British High Commission). Contact BHC Korea over phone and ask if you can directly send the application to them. If you can visit them then asked personally. VFS or VAC are for collecting the documents and charging fees, the ultimate destination of an application is BHC.
2] As someone said, no need to send any additional document
3] You need to point them to PBs guidance notes and PBS calcualtor, and say NARIC certificate not requierd has qualification is recogised by PBS calculator

For forms visit Administrative Review to retreive AR form.

Thanks a lot rajesh for your effort.

I called up the UK embassy here in korea and they asked me to contact the local VFS center. Also I found few mail IDs on their website. I have sent then a detailed mail explaining the situation. I will proceed once i get some responce.
