Non-Settlement or Settlement

Can someone confirm please that the Tier 1 (General) visa involves a non-settlement application? For my interview I had to choose between 'settlement' and 'non-settlement' interview type and although I intend to stay indefinitely in the UK after getting my visa, having it extended and applying for citizenship, I selected 'non-settlement' as I believe Tier 1 falls into this category.

If it isn't for ILR, but is for further leave to remain, then it is a non-settlement application

Sorry, I should have made this clear: I am currently in Ukraine without permission to work or stay in the UK. However, I think you answered my question anyway, so thanks.
