In general, dependents can switch to working visa categories, but normally they have to apply for these visas in their home countries.

the concern with that particular dependent is that his wife has reported him to the police and they are considering arresting him.He has been threatening her and her family.what happens now?

does he have be skilled to get a working visa?or just any job?

You're meant to be skilled, but again it depend what tier. Tier 2 the company could sponsor but they'd then have to prove that someone with the right to work here can't do your job, which is going to be impossible in the job taht you mention.
