Help: HSMP extension invalid - credit card fault

Any help would be much appreciated thanks...

My original HSMP extension was made 23 April 2010. I received in the post today 12 May 2010 it as invalid because my Mastercard payment was rejected. I'm really not positive why this is, but I did unfortunately lose my wallet during the process time.

I will resend the application by courier immediately, by my HSMP has now expired by two days at 10 May 2010.

Will I be penalised for these unforeseen circumstances? When in fact I've been left with no recourse to submit a new application in time?

Surely I have a very valid case to appeal if things don't go right? How would I do that?

You can appeal only if given the right to do so.
