Tier 1 and Dependent visa quirey

Hi Friends,
I am on workpermit (Tier 2) and i am planning to switch to tier 1,
My dependents are in India at the moment for some reasons.
And i am in UK and applying for Tier 1
Now could i include their applications as well with my application even they are out of UK.Some one told me that i get their passports here and i can submit.

Note:My dependents have valid workpermit dependent visa they used to stay with me in UK since 1 year, recently gone to india.

Please experts reply me as soon as possible.

Gettting them here is not possible for some other reasons and i dont want wait untill they come because we dont know when this new govt change the rules again.

Some one told me that i get their passports here and i can submit.

It will be in your interest to not seek any opinion / advice on immigration matters from this "some one".

Options:
1. Get them to return to UK before you apply for Tier 1.
2. Once you get Tier 1, they apply for EC (as dependents of Tier 1) from home country.
