Can a spouse of HSMP visa holder study full time in UK? if yes, is he able to get free education in UK?

Yes, no problem.
if yes, is he able to get free education in UK?
No! And as an Overseas student, not a Home student, that education would not come cheap.

Except some ESOL courses may come cheap or free, but suspect that it not what you have in mind.

Yes,agree with John.
And these free ESOL courses are also after one year residence in UK.
