Biometric residence permits for highly skilled and temporary workers wrote:Regulations have been laid before Parliament which will require even more migrants to apply for biometric residence permits if they want to extend their stay in the UK. The permits will replace the stickers (known as 'vignettes') which these migrants currently hold in their passports.

Subject to parliamentary approval of the regulations, migrants who apply to extend their stay in the UK under Tier 1 or Tier 5 (Temporary worker) of the points-based system will need to enrol their biometric information (fingerprints and photograph) as part of their application from from 14 December 2010.

Only applicable for those applying for leave to remain (i.e.- applying from within the UK).

Points-based system - new versions of application forms and guidance wrote:14 December 2010

From today, migrants must enrol their biometric information (fingerprints and facial photograph) when they apply for permission to extend their stay in the UK (also known as 'further leave to remain') under Tier 1 or Tier 5 (Temporary worker) of the points-based system.
