Dependent need to show fluency skills(IELTS)

Hi,
I am K.Subba. i am working in UK. I am think of apply the dependent visa for my wife, I have a doubt on the the new rules for whether the dependent need to show any prove for fluency skill in-term of IELTS or the though ting certificate.
