Interim limit for Tier 1(General) application from Inside UK

Hi,

Is Interim limit has been defined for Tier 1 (General) applications,even in case of applying from UK also?

From UK BA website Tier 1 application form (For applying inside UK) is 77Pages .. Is this the same form need to submit?
