Processing Tier 1 Initial/Tier 1 Extension applications

Can you help me by answering the following questions.

1. Does the Tier 1 Extension and Tier 1 Initial processing timelines remain one and the same or Extension has an advantage of being processed speedier than the initial one?
2. Tier 2 (General)/Tier 2 (ICT)/ Tier 1 (PSW) to Tier 1 Initial applications are treated as one and the same. In essence, same case worker might process any of the three as mentioned above and process Tier 1 Extension applications as well.

I was under the assumption since the Tier 1 doors are closed, the Tier 1 initial applications might get processed sooner. Disappointed that the website still says that application in progress for applicants who had given Biometrics on or before 19th April.
