British embassy in Albania, Tirana pricedures

Hi I desperately need some information if anyone has been through what I have.

Basically I have applied for a fiance visa in the British embassy in Tirana for my finance to join me in UK. Having been refused a number of times for stupid reasons (as they do), and have appeal twice, we finally won our appeal after 3 years and two months.

I am aware that after the appeal decision the home office had 28 days cool off period which has now passed and have been told to wait for a phone call from the embassy asking my fiance to pick up his visa. Does anyone know how long this will take? As you can imagine after three year of separation we cannot wait to finally be with each other and start out normal life in UK.

Having tried to contact the embassy in Tirane on a number of occasions, I still haven't had any luck on getting any kind of information out of them. I am thinking of going my self to visit the embassy on Wednesday but I dont think I will have much luck. Has anyone managed to speak directly to the ECO there without an appointment.

I would really appreciate any kind of information given as we are going out of our mind with the idea of yet again having to wait.
