tourist visa

hi my self ekam ,my in laws are there in surrey ,are permanent residents but my husband is here in india govt employee ..now we both wanna go to canada on permanent basis ,we already applied for it on point basis ,but before that we want to visit the place atleast once ..actually i have applied study visa before when i was unmarried but refused from embessy due to incomplete documents ..now wot are the chances to get tourist visa ..as i 'm doubtful they ppl wont issue me Tou.Visa ..please if any body let me know
