The average times given on the CIC site are for applicaitons filed prior to Sept 07 - around 2 1/2 - 3 years.

They have started to send out request for updates to some August 06 applicants.

For applicants since Sept 07 acknowledgement of receipts have been quoting 42-48 months before they contact you again as that is when queue becomes much longer due to various reasons quoted elsewhere on this site.

New immigration proposals mean no one knows what will happen to wait times for people applied post Feb 08 - could be a whole new ball game.

There will most likely be an election in the autumn and things could well change again, depending who gets in.
