sponsership of my dependents

hi ,
my wife and a baby is in london UK, both live legally as on psw dependant visa, i was with them in london, and just came to canada to apply for them.
iam in canada on Permenant residnce and wants to sponser my wife and baby, can i choose london as a application process center for them?
