The number provided in letter is national number and can't dialed from outside canada.

What does the letter from the CIC say you need to do? They would either ask your son to drop by the local office where his photo will be taken or they would ask him to complete IMM 5455 and send in new photos with that. What they ask you to do would depend on the nearest local CIC office (nearest to the Canadian address you gave when you landed). Some offices would allow you to complete the IMM 5455 form, others would require you to come to the office in person.
If it’s the form he needs to complete, do that and send in the new photos. If he needs to go in person, he would need to do that. He can do that when he next visit Canada. But if that is after 180 days of the letter, he will be charged for the new PR card.
Depending on the passport your son currently holds, he may or may not need a visa to go to Canada (without the PR card). If the passport he holds allow visa free travel to Canada, he won’t need a visa, but if it does not, he will.
Make sure you keep hold of the COPR (for all of you).
Canadian CIC numbers can only be called from within Canada.
