immigration of children in case of divorce

Can anybody help me:
I like to immigrate in Canada. According to the assesment of the immigration webside I meet basic requirements for immigrating in Quebec. I can meet ones also for other part of Canada in case of getting a job offer.
The problem accours becuase my previous husband being divorced 6 years likes to prevent us to immigrate, so I cannot attach the agreement of allowing my children immigrating with me that is demanded in process of getting a visa. I have custody of my children (all 6 years) by a judicial decision.
Could anybody help me how I should carry out immigration with children.
