When can I book my PEO appointment for ILR?

Is it the same as postal, within 28 days of your 5 years?

And by book I mean the date of the actual appointment not the date I book the appointment.

This would mean they don't count the last 28 days for application for days abroad. Hence one could be overseas for the last 27 days putting them over the 180, but wouldn't matter? So technically it's 207days (If PEO on end day 28 ) in 5 yrs (or 180 within 4yrs 11 months (just to round it)).
