Hi,
Can an ICT tier 2 dependent visa holder working in UK sponsor visitors independently or do they need to be sponsored by work permit holder?

Anyone can sponsor a visitor. BUT the applicant/visitor MUST submit evidence of ties to home country and evidence of personal and financial circumstances to convince ECO that they are a genuine visitor and will leave the UK.
