Life in the UK test Proof of Address

My wife had a test the life in the uk test in Bradford. She took a water bill which is the only utility she has her name on. This bill came in January. The staff in Bradford did not allow her to sit the test as it was older than 3 months. She argued that the water bill only comes yearly.

I booked another test in Leeds as the Bradford centre was closed. I opened a bank account in her name and got a statement as evidence. I also made her take the water bill. She went to the test and gave only the water bill as evidence and the staff at Leeds accepted it.

Do i have grounds to complain and get a refund for the test at Bradford?

You could argue it, but they have very good ground to argue back
It is says so on the goverment site : "You must also bring proof of your address that has your name and post code on it. It must be dated within 3 months of the day of your test"
You just got lucky in Leeds, be happy about it
