Appeal rights exhausted how can i do fresh claim

My husband has a deportation order after committing a crime 6 years ago we have been fighting the case and are now appeal rights exhausted. He then did asylum to stop deportation which was refused with no appeal rights. We want to submit fresh evidance under article 8 as we are now married and have new evidance and have prepared fresh claim how can we submit this evidance with out going to Liverpool. Is there a way round further submissions in Liverpool as I'm sure he will be detained we want to pursue family life. He has been here 30 years.
