A parent (without leave) of children who are UK citizens

Hi guys
I previously applied for flr fp for myself as my kids are born here and were over 7, which repeatedly was rejected citing all sorts of reasons by the HO.

Now my twins are all over 10 and got them registered as citizens.

What do I apply for now ? The same flr fp ?

...and what are the merits ? I am a man outside the rules (without leave) and I have a court order in place and have an excellent relationship with my kids

Is there a fee waiver for a parent of a children who are citizens ?
