HELP TO CONTACT HO and GET MY COST

Hello
I joined to get an urgent help from this great group of advicers. I need to get my Cost award from HO as agreed in my consent order . The 03 months time frame has now ended. No any news from HO about cost. I got all my payment receipts .

I had a solicitor to sign consent order but he asks more fee if needs to contact HO to get the cost so I dont want to do it through my former solicioter instead need to do it myself.I do not have means to pay to a solicitor to write to HO regarding this cost award. I need your valuable advice for the following;

1. How to write HO and whom should I contact regarding my cost recovery ?
2. Will HO compel me to come through my former solicitor which I dont and cant ?
3. Pl give me some drafts to send HO as how to write
