Applying for Flr(fp) parent of a British child but no residential address

Hello everyone,this is a confused situation and really need help please.
On behalf of a friend, she has 3 children with her ex and their 1st child is british...she was an asylum seeker before she was granted leave to remain based on discretionary leave on her child who was 7years old then...to cut the long story short, she has leave to remain as a single parent,with 3 children while 1 of the children is a British..she is on benefits, not working but looking for work badly...the ex partner is trying to put in an application on flr(fp) parent route base on their 1st child who is a British, the father has all the documents to show he has been in the child's life even letters from school to show he has been coming to their school activities etc...but the problem now is that the home office application is online and when the ex partner tried filling the online form they realised that he will be asked to provide letters and passport of friends he is living with and letter from the land lord of the friend who accommodated him and even tenancy agreement showing he can be accommodated...but the problem is the ex is an illegal,an over stayer trying to regularise his status....now the only obstacle is the address....
My question is has anyone recently applied for flr fp parent route and are destitute without a permanent address that sleeps rough put in an application recently and how they went about the address and letters from landlords etc....as homeoffice or some law already put down that land lords must not accommodate illegal immigrants in their properties...please how can her ex go about this as he has no accommodation

If mother applied as a single parent, how is the father going to join this?

I’m not an expert but from what I read on gov.uk:

Parental responsibility
You need to have sole or shared parental responsibility for your child.

If you share parental responsibility, the child’s other parent must:

not be your partner
be either a British citizen or settled in the UK

If the child lives with their other parent or carer, you must have access to the child in person, as agreed with the other parent or carer or by a court order.

The mother is not applying as the mother already has leave to remain as a single parent.
The father is in the lives of the children and the mother is willing to write a support letter for the father who wants to put in the flr(fp) application.
The issue is that the homeoffice requires an address where He is living and letters from the friend he is living with and tenancy agreement and proof that the landlord knows he is living there but He is an overstayer,no landlord must have an overstayer in their properties as they will be fined, so he doesn't have a permanent address as he is destitute and sleeps wherever he sees...He just want to know if there is a way around it as he is destitute and no accommodation....thanks for your help.

The child lives with their other parent(mother) and the father who wants to apply has access to the child in person as agreed with the other parent...thanks

But I assume she isn’t yet settled? This seem to be an important part of compliance check.
From what I’m reading the kid can’t sponsor 2 parents simultaneously. The other parent shall either be British or settled. Maybe worth checking this part

The other parent that the child is with has leave to remain...and yes the dad can apply on the child...they are only worried on the address
