fee waiver/Parent visa

I made an application for the fee waiver on the 09/08/2019 to have half of # the total amount i need to pay for my visa application waived because i made a mistake of assuming that i didn't need to pay the IHS fees which is about £1000.My case for making the fee waiver was that if i make the payment i will be homeless.
I got a letter from the home office on the 28/08/2019 confirming that they have received my document but have have retained my passport in line with section 17 of the asylum &immigration (Treatment of claimants etc)Act 2004.
Since then a lot has happened .
1- have lost my job
2-My Landlord has told me to leave the house if i dont pay by next week .
My son who lost his mom to cancer last year lives with his grandparent and at the time of applying for a fee waivier i had £1000 saved for the immigration fee.

My questions are:
1.Can i get a new job while waiting for a decision
2.What does the letter i got on the 28/8/2019 means.
3.Do i let the home office know that i have lost my job and will be homeless.
4.How will letting the home office know about the changes affect my application.
