Help To Buy - Public Funds

Hi All,

I have a question regarding Govt Housing Scheme "Help to Buy".

I have British Citizenship after Naturalisation process but my wife has PBS Dependant has already applied for ILR (due to covid, it is taking ages to get the approval).

I am looking for a new build property using Help to Buy Scheme. My question is, is this scheme counted as public Funds? The link below shows it as exception for key public sector workers but not more details.

If we get a joint mortgage, will this not counted as public funds? And if I go for a sole mortgage, what happens if I as a financial sponsor of my wife taking this public fund? Will have to inform Home Office and can that impact our current ILR application if the sponsor takes this public fund?
