making an application for costs after UKVI withdrawal

Hi there,

So I had a hearing recently at First Tier Immigration and Appeal tribunal and following the hearing received Notice of WIthdrawal. It is suggested that I can make an application for costs but I have no idea how to make it. anyone has any idea or can suggest how do I make an application for costs, please?
