Non EEA National in the UK query

Hi,
I apologize if this query have been treated in previous posts.
I am a Non EEA National living in the UK and my fiance is German and he lives in Germany. We intend getting married in September, and he will be relocating to the UK to join me after the wedding.
I am currently on a PSW visa and not a British National.
My question is how do we go about the marriage process as he does not live in the UK? Can we get married in the UK or we have to get married in Germany?

They need proof of a visa to marry in the UK.

Also, you cannot sponsor a spouse on the graduate route visa,the rules don't allow it in the circumstances you describe.

An EU citizen cannot simply relocate to the UK, they need a visa to live and work here.
