Upodate Change of Name on eVisa (No BRP)

Hi everyone,

My brother-in-law was granted Refugee Protection a few months ago, but he wasn’t issued a Biometric Residence Permit (BRP), as the Home Office no longer provides BRP cards. He has since changed his name and surname by Deed Poll. After this, he requested an update to his details through his online eVisa account. However, since he doesn’t have any biometric ID (such as a passport, travel document, or BRP), he was instructed to complete a form and send it to the eVisa department.

He did so, but received a reply stating that his name cannot be changed via that form. When he replied asking for guidance, an agent advised the following:
We confirm you are required to complete a further application for either a Transfer of Conditions (TOC) or a No Time Limit (NTL), as your Deed Poll was completed after your Asylum Claim was granted.
eVisas can only be issued with information that matches the applicant’s details at the time the application for Leave to Remain was submitted to the Home Office.
We tried to find a TOC application form, but couldn’t locate one—either online or as a paper version. As an alternative, he completed a Migrant Change of Circumstances (COC) form and sent his Deed Poll certificate along with the form. A few days later, he received a confirmation letter saying:
The documents have been scanned and added to your case file in relation to your asylum claim.
It appears this was the wrong form, as his updated name and surname still do not appear in his eVisa account.

I remember a friend of mine, who had a BRP card, successfully changed his name by completing a new BRP application, attending a visa office for biometrics, and receiving a new BRP with updated details. However, my brother-in-law does not have a BRP, and I’m unsure what the correct procedure is in his case.

Could anyone advise, please?
