Work for non-EU spouse

Is it possible for the Non-EU spouse to work legally in the first 3 months visa (C type)? It is the first visa given to enter Ireland with 3 months validity to and it says on the visa "Accompany EU citizen spouse".

I read on other threads which says that it's theoritically possible to work but in reality its not allowed to work. So i am confused here.

Legally the non-EU spouse may work on entry to Ireland. Immigration makes it appear that they cannot.

In practice if they get a PPS number and the employer accepts that there should be no problem. If they wish to view their passport and it states that they "may not work" the employer could decline to employ them.
You could complain to Solvit, but it may take months until you get a reply.

I put in a complaint to Solvit and their email said in part; "The Irish Authorities have agreed that your wife's stamp should be amended, to reflect her interim right to work. The Garda National Immigration Bureau (GNIB) has requested that the passport be sent to their office in order to make the amendment, for the attention of ..."
