Switching from Visit Visa to Student Visa

Can a non-EU national who is in Ireland (Dublin) on Tourist / General Visit Visa, switch to Ireland Student Visa to study English Language or ACCA?

If switching is possible, it will required IELTS or not? Thanks in advance!

I don't think that switching visit visa to student visa with in Ireland is permitted... You have to leave the country and apply for a student visa as a new supplication.
