while making application for short visa c

hi,
I am planning to apply for short stay visa 'c'.
what will be the better to tell in application, "my eu spouse if moving to Ireland" or going to visit?

in case we say my partner is moving to Ireland, then is it important to mention ADDRESS? because for three months atleast a hotel can't be booked obviously.

and length of stay, is it good to mention for three months?

in both cases , "moving to" and "to visit", does the application is consider under same DIRECTIVE 2004/38/EC

we have booked a flight on 12 february,

please guide me how would be better to make an application strong.

actually there are many examples, that immigration officers do not follow the laws from theory, this is why I am just asking if I can make my application strong
