Irish citizenship through parents/grandparents

Asking this on behalf of a friend. She is 21 and a British citizen, born in UK to both British parents. Her mother's parents however are both Irish citizens, born in Ireland.

The mother has never held any passport or left the country in her life. She now intends to apply for an Irish passport.

Friend wants to know if she can do the same. What exactly is the process for claiming Irish citizenship through grandparents? I assume there is a form to fill in, and a fee, but I've had a look around and haven't really figured out how to do it.

Thanks. Looks like it's simple a case of doing the FBR application and paying £231 fee :shock:
