Need information from Immigration Gurus for Ireland

If I come to Ireland on a Inter Company Transfer visa, can I change to Stamp 4 after two years? Can I look for settlement option in ICT visa after 2+3 total 5 years of stay in Ireland? or Do I need to enter through the skill shortage visa for 2 years initial stays +3 years for settlement?

Is Switching to Stamp 4 visa similar to ILR? Please help me in understanding this.
