Stolen passport - what happens now?

A close friend (non-EU) is living through a bureaucratic nightmare: all their national and Irish IDs including passports they used to apply for the Irish citizenship have been stolen in another EU country while on holidays. They reported the crime to the local police and are now in the slow and expensive process of replacing the affected documents. Their main question is when is it better to inform INIS, ASAP or when the replacement passport arrives (could take up to 3+ months) and would informing them ASAP stop the process altogether?

Anyone with the relevant experience is more than welcome to share their story on the subject.
