Form CTZ8 (which I presume is what you refer to) is the old paper application form for naturalisation for minors. The version I can find online from Google dates from 2020, when they used to ask you to send in your passport. They stopped asking for passports to be sent in 2021, and changed to asking for a certified colour copy.
If you look at
https://www.irishimmigration.ie/how-to- ... ation/#how it says the main method of applying is now via an online portal web page. Not via the old paper firm
This page also says in a section "if you cannot apply online"
THE CURRENT VERSIONS OF FORM 8, FORM 9, FORM 10 AND FORM 11 ARE ONLY AVAILABLE ON REQUEST VIA THE CUSTOMER SERVICE PORTAL.
OLDER VERSIONS OF FORM8, FORM 9, FORM 10 AND FORM 11 CANNOT BE ACCEPTED BY CITIZENSHIP DIVISION AND WILL BE RETURNED TO THE APPLICANT.
So unless you contacted them directly to ask for the current form, it sounds like you applied via an old form and your application will be returned back to you.
I think you need to contact them asking for your passport back. You probably also want to ask for your whole application back so you can submit an online application using the new system. There is no phone number to contact the naturalisation department, the only way now is via the customer service portal, see

citizenshipinfo@justice.ie . That might still work?
I don't know how long naturalisation applications are now taking. I think they're about 12 months now, mine took around 3 years when I applied a few years ago.
