I read the article but I doubt it is a huge problem. It is a story well suited for selling newspapers without, in my opinion, much meat to back it up.
Incoming flights in Dublin are inspected, so an incoming Iraqi citizen would need to have a passport and a visa. If they did not they would be turned away.
So this would only work for countries that have no visa required for Ireland and a visa required for the UK. And each of the travellers would also have to have a valid or well forged passport.
But it is a nice headline: "Business class"
