Visit Ireland while awaiting de facto preclearance decision?

Hello,

My partner applied for de facto preclearance for a partner of an Irish national earlier this year.

It seems from the decision waiting times, a decision won't be received for quite some time. Possibly 2025.

I found the below on irishimmigration.ie:
Proof of residence outside the State may be requested, and the applicant (and permitted family members under the scheme) must remain outside the State while their application is being processed.

We are wondering is it possible for my partner to travel to Ireland for the purposes of a short-term visit while her application is pending? Or does the rule above apply to visits for all purposes (residential, tourism etc.).
