can any 1 advice me where i can find old policy guidance of 2012 entrepreneur visa i lost my copy :(

The reason i asked for the 2012 policy guidance is bz of my mate whos refusal is Eng language. He had Reading writing and Listening with C1 and speaking was just 5 marks short for C1 so he attempted speaking on its own again and then got C1 eventually now his refusal is that he did not achieved C1 in Speaking and Writing together so they cant accpet his eng language what a bullocks. i just checked new policy they made clear it on their website as well but at the time of his application in oct 2012 it wasn't mention on their web
He is worried whether to go for judicial review or not. His solicitor said they should go for it
any idea ??
